The RoadRally Board announces these five changes to the 2025 SCCA RoadRally Rules which have been approved by the SCCA Board of Directors. The changes are highlighted in bold red font.

Article 11.C Championship Classes, Class S

C) Class S (Stock)

Any distance information used for timing calculations must be visually acquired from the vehicle’s stock, non-adjustable odometer in the stock location. Any calculating device may be used as long as the distance information from the vehicle’s stock odometer is manually entered into the device. GPS odometers may be used in this Class only if their information is NOT used for any timing calculations or for any determination of earliness or lateness.

20. A Claims, Claims Committee

A) Claims Committee

Three contestants (each of whom shall have competed in at least five previous events similar in nature to the event being claimed) and two members of the rally committee (other than the Rallymaster and Rally Chair) shall be selected prior to the start of the event. Appointments are subject to approval by the Official Observer for that event. The contestants selected should be experienced National rallyists and familiar with the RRRs. If possible, each of the three contestants should be from a different competition class. Rallymaster or a designated representative shall serve as a non-voting member of the committee, and the Official Observe shall serve as the non-voting Chair.

This committee will act upon all claims submitted in conformance with this Article. Provision shall be made for alternate contestant appointments in case of personal involvement or unavailability.

Reasoning: This change allows for a different claims committee structure for continued testing and evaluation of an alternate committee structure while leaving the previous option (#1) in place.

Article 21.B.1 Time Allowances

B) Time Allowance Requests

1) (NTR and NCR only) TA requests, except as provided in Paragraph C below, must be in increments of one minute beginning with one-half minute (i.e. ½, 1½, 2½, etc.) up to a maximum of 19½ minutes per defined portion of the event. There shall be a minimum of two defined portions per National RoadRally. The identification of the portions where the limit for TAs apply, as well as where a TA may end, shall be clearly defined in the event’s GIs. The TA request must be submitted in writing at (1) the first timing control, excluding DIYCs, or (2) in the case of Passage Controls, at an appropriate location determined by the committee, immediately following the delay, prior to receipt of any timing information for the leg/legs (contestants or official). TA requests may be submitted electronically on GPS control apps and may include amounts other than those listed above.

a) TA requests, except as provided in Paragraph C below, must follow options specified in the event’s General Instructions. TA options shall be designed to keep competitors spaced at a minimum of 15 seconds apart. One example, TA increments of one minute beginning with one-half minute (i.e. ½, 1½, 2½, etc.). The identification of the portions where the limit for TAs applies, as well as where a TA may end, shall be clearly defined in the event’s GIs.

b) A maximum of 19½ minutes is allowed per defined portion of the event and there shall be a minimum of two defined portions per National RoadRally.

c) The TA request must be submitted (1) in writing at the first open timing control following the delay, excluding DIYCs, or (2) in writing, in the case of Passage Controls, at an appropriate location determined by the committee, or (3) electronically on GPS control apps. TAs shall be submitted prior to receipt of any timing information for the leg/legs (contestants or official).

2) GTA Rallies

The TA time and procedure shall be clearly stated in the event’s GIs. For many GTA events, this may simply be an acknowledgement that the event can be easily concluded at least 30 minutes before the required time, and such extra time is considered sufficient time allowance for any unforeseen delays.

Reasoning: This change clarifies that any of several Time Allowance schemes may be used and documents the expectation of TAs scheme providing a minimum 15 second separation of vehicles.

D) Key Roles

1) The Rallymaster is generally expected to be the individual that develops, writes, places controls and/or scoring opportunities, measures, and handles other tasks associated with the route and its scoring. The Rallymaster may have input and help from others in this effort. The Rallymaster may not function as the RoadRally Safety Steward.
2) The RoadRally Safety Steward (RRSS) is the individual holding a current RRSS credential at the time of the safety check that performs an independent review of the rally focusing on safety and is aided by the safey pre-check form, experience, and best practices. The RRSS’s checking of the route is not to be a checking of his or her own work developing the route, placing of controls, setting of speeds, etc.

 

Reasoning: The difference between these roles needs to be in writing, easily identifiable, made clear in terms of what’s expected from those performing these duties and to provide those using the RRRs as a resource that the RRSS must be performing an independent review of the route’s safety. The safety pre-check should not be rechecking of one’s own work.
